Failure to receive a tax bill does not exempt you from paying taxes or the interest due on delinquent taxes. The Township of Toms River does permit a 10 day grace period. Please be advised that the State of New Jersey does not allow the Tax Collector to acknowledge postmarks, therefore, the taxes must be received in our office on or before the 10th. Should the 10th fall on a weekend or legal holiday, you will have until the next business day to make payment.

The Township of Toms River Tax Collector Office utilizes a lockbox payment center to process current tax payments. In an effort to keep the cost of municipal services down while continuing to provide the best service to our taxpayers it was determined to be the most cost-effective way to process tax payments. The Boston address is used because it is in close proximity to the lockbox facility which aids in the prompt processing of tax payments.
If there has been any change in your mortgage company it is necessary to notify the Tax Collector of the change in writing. If your mortgage has been paid off you must also notify the Tax Collector in writing to remove the bank from our records. You may fax your mortgage company change or removal request to 732-505-1886. When your mortgage company pays your taxes you should always receive a copy of the tax bill that has "This Is Not a Bill for Advice Only" printed on it in red. If this is the bill that you have then your tax account is coded with a mortgage company. If you received an original bill without the advice phrase on it the first thing that you should do is call your mortgage company to see if they would like you to send them the bill.
Many mortgage companies submit their payments to the Tax Collector using computer files and no longer require the receipt of the actual tax bill. If this is the case with your mortgage company then you may retain the bill for your reference and for income tax purposes. If your mortgage company requires the receipt of the tax bill then you must notify the Tax Collector in writing to add the bank to our records for future billing and forward the bill to your mortgage company. If you utilize a payment service from your bank to send out your payments whether it be done by computer or telephone you must include account number with the payment. The payee is Township of Toms River. Do not have these payments mailed to our Boston address as they can not be processed without the actual tax bill payment stub at the lockbox payment center. Tax payments for the current tax quarters are to be mailed to our lockbox payment center. You must include your tax payment stub from your tax bill. Detach the tax stub from your bill, Make your check payable to Township of Toms River and note your block and lot number on the check. Your canceled check will serve as your receipt. Do not include correspondence with your payment as this is strictly a payment center and the correspondence may not reach us.

Tax bills are mailed out in July. New bills are not issued when there is a change of ownership. Tax bills should be turned over to the new owners at closing. If this is not done it is the responsibility of the new owner to contact the Tax Collector to request a copy of the bill or click on the tax inquiry link and call up the property to print a duplicate tax bill.
Tax payments are due quarterly. There is a ten-day grace period. If the 10th falls on a weekend or a legal holiday you have until the next business day to make payment.
The first quarter is due February 1st and covers the months of January, February, and March.
The second quarter is due May 1st and covers the months of April, May, and June.
The third quarter is due August 1st and covers the months of July, August, and September.
The fourth quarter is due November 1st and covers the months of October, November, and December.

You must be a party with legal interest in the property in order to redeem a lien, i.e. the owner, attorney for the owner or mortgage holder. To redeem an outstanding lien you must request a redemption statement in writing. Verbal requests are not accepted. The request must include:

Upon receipt of your request for a redemption amount, the Tax Collector will provide the redemption statement as quickly as possible. The preparation of a redemption statement takes time and will not be available immediately. Please allow enough time when requesting redemptions for the preparation and delivery of the redemption statement
If you are unable to make your payment within the allowed 10 day grace period, interest is charged on the payment according to New Jersey statute. You must call the Tax Collector's Office at 732-341-1000, ext. 8342, Monday through Friday between the hours of 8:30 a.m. and 4:30 p.m. to obtain the correct amount due including interest calculated to the date that the Tax Collector will receive your payment.

Please note that in accordance with New Jersey statutes the failure to receive a tax bill does not affect the date that the tax payment is due or the date that interest begins to accrue. It is the responsibility of each taxpayer to obtain the amount due on their properties and present timely payment to the Tax Collector.
Payments may be made by check, cash, money order or on-line banking. As a statutory officer of the State of New Jersey, the Tax Collector is obligated to follow all State Statutes regarding property tax collection including billing, due dates, interest on delinquent tax payments and tax sale procedures.
