The Toms River Township Office of Vital Statistics maintains vital records of Births, Deaths, Marriages, Civil Unions, and Domestic Partnerships for events that occurred in Toms River Township only. These vital records are confidential and not accessible to the public. As per State Law, the Registrar can issue a vital record only to certain individuals and they must establish their right to the record. Certified copies of these may be obtained in person during regular business hours (no appointments necessary) or by mail.
MARRIAGE/RE-MARRIAGE/CIVIL UNIONS & DOMESTIC PARTNERSHIP APPLICATIONS – How to Apply -
Couples must apply in the municipality where either partner legally resides, if they are being married in New Jersey. The license may then be used throughout the State.
If both reside outside of New Jersey, the couple must apply in the municipality where the ceremony will take place. The license will only be valid in that town.
If you are a resident of Toms River Township or a Non-Resident of the State being married in Toms River Township - Applications for Marriages/Re-Marriages/Civil Unions are done Monday to Friday 8:30 A.M. to 3:30 P.M. no appointments necessary. Applicants must show valid photo identification (such as driver's license or passport) and proof of Toms River Township residence (if it is not on their driver's license). Suggested additional documents include birth certificates (passport can be used as substitute) and, if either applicant has been married or in a Civil Union previously, they should bring divorce/dissolution papers or a death certificate to prove the termination of the prior marriage/civil union. Please be advised, there is a 72-hour waiting period from the time of application and the time the license can be issued.
Domestic Partnership – Couples interested in applying for a Domestic Partnership, must be 62 years of age or older.
ORDERING A VITAL RECORD – May be done in person, or through the mail.
Per Governor’s Executive Order 18, certified copies, will only be issued if all the following criteria are met:
**APPLICANT MUST BE 18 YEARS OF AGE OR OLDER**
A vital record can only be issued to the subject on the record
· subject’s parent
· subject’s legal guardian
· subject’s legal representative
· subject’s spouse
· subject’s child
· subject’s grandchild
· subject’s sibling
All relationships must be established with certified copies of appropriate records.
Requests for vital records must include:
· A completed application (subject’s full name, exact date of event, full name of parents at the time of the event)
· A copy of the proof(s) of your identity
-Valid photo driver’s license or non-driver’s license with current street address
-2 alternate forms of valid ID showing current address
· Vehicle Registration
· Vehicle Insurance Card
· Voter Registration
· US/Foreign Passport
· Immigrant VISA
· Permanent Resident Card (Green Card)
· Federal/State ID
· County ID
· School ID
· Utility Bill(s) within the previous 90 days
· Bank Statement within the previous 90 days
· W2 or Tax Return for current year
· The correct fee $15.00 per copy
· Proof of your relationship to the person listed on the vital record you are requesting
APPLICANTS WITH NO IDENTIFICATION - People who are homeless or without identification at all, but have a social worker/case manager or homeless shelter coordinator, etc. may have their social worker/case manager submit for them. Please contact the Office for information on how they can assist clients that need to obtain necessary records.

You must establish your relationship to the subject of a vital record, pursuant to regulations established by the Governor’s Executive Order 18, to obtain a vital record.
You must show documentation, in addition to your photo driver’s license. The chart below explains who is eligible and the documentary proof to establish that eligibility. Please bring certified copies with a raised seal.
