The Purchasing Division falls under the Department of Administration headed by the business administrator The Division requires a Purchasing Agent who meets the qualifications necessary for Qualified Purchasing Agent.
Responsibilities include but are not limited to preparing and enforcing specifications for the purchase of materials and supplies for purchases which require public bidding or solicitation of quotations in accordance with the NJ Local Public Contracts Law and Township Code; advertise for bids and seek quotations for the purchase of materials and supplies and make appropriate recommendations to the Township Council; prepare contractual and related documentation and supervise the execution and performance of the same; arrange and supervise the sale of Township property no longer needed for public use pursuant to law; and supervise and administer all joint purchasing agreements between the Township and other contracting units of the State of New Jersey.

Winding River Skating Center (Oak Ridge Parkway)
Winding River is comprised of both an outdoor ice rink and a new indoor-ice rink, providing outstanding programs throughout the year. The Department of Recreation is responsible for providing a comprehensive public recreation program for the residents of Toms River Township. Under the direction and leadership of Mayor Thomas F. Kelaher and Members of Township Council, the department continues to offer affordable recreational opportunities for residents of all ages. The department is comprised of five separate divisions: General Recreation Programs, Cultural Affairs, Beaches, Bey Lea Golf Course Utility, and Winding River Ice Rink Utility. The department is now offering an expanded summer camp program, family trips, and special events such as the 1st Annual Easter Show. Toms River Township is the only municipality in the State of New Jersey that manages an oceanfront beach, a golf course, an ice rink, and first class playground facilities. Each division is staffed by experienced and dedicated recreation professionals who are devoted to making the Toms River Recreation Department the best public recreation program in the State of New Jersey.

The mission of the Toms River Township Department of Recreation is to enhance the quality of life in Toms River Township by providing the best possible recreational facilities, open natural spaces and programs for its citizens.
Statement of Philosophy:
The primary service of the Toms River Township Department of Recreation is to provide opportunities for enriching the lives and meeting the recreational needs of Toms River Township residents. The expressed purpose of the department is to maintain and develop facilities and programs that provide a well-rounded, wholesome program of leisure time activities for the people residing in the community. The department will continually strive to make available to the people public property that has recreational value. The department also recognizes and strives to implement the joint use of public property for the multi-purpose and financial advantages it has for residents of the community.
Goals and Objectives:
Promote community involvement and actively seek input in the planning, operation and participation of the department.
Allow for an orderly growth, acquisition and development of the physical and natural resources, and to utilize the natural characteristics of the land, when evaluating its potential for parks and recreation purposes.
Provide training and development courses for all staff and volunteers to help maximize their effectiveness in providing valuable recreational experiences for residents.
Effectively coordinate the department with other Township departments, organizations, and schools to improve the overall service to the community.
Offer comprehensive, quality recreational programming aimed at satisfying the needs of varying age levels, physical abilities and special interests.
Act as a community resource for residents seeking information regarding all recreation and park related programs within Toms River Township and the surrounding area.

The programs at Youth Services offer children a well-rounded environment emphasizing respect and encompassing activities to exercise the body, mind and spirit. Our working parents tell us about the positive influence that the Youth Services Program has had in their daily lives. Many parents tell us they have had the stress of securing safe affordable childcare removed. Youth Services has an overall positive effect on quality of life in our community.
Toms River Youth Services After-School Program
Don’t miss the opportunity to sign your child up for our Toms River Youth Services After-School Program. To be eligible for the After-School Care Program:
1) Both parents or single parent must work
2) Children must be between the ages of 6 to 12 (must have completed Kindergarten)
3) Children must be picked up by 6 pm
4) Must be residents of Toms River Township
The fees are: 5 day program $150/month.
Youth Services can accommodate 80 children, on a first come, first served enrollment basis. Transportation is arranged by the Toms River School System to transport from these schools directly to Youth Services: Hooper Avenue Elementary, North Dover Elementary, Walnut Street Elementary, Intermediate North & Intermediate East. The After-School Program includes: educational assistance, peer interactions, arts & crafts, snacks, educational in-services, TV time and outside activities when the weather permits.
Registration begins online August 1st at 6pm. Visit www.tomsrivertownship.com and under the “Main Menu” click “downloads” and scroll down to “Youth Services” for Registration and Babysitter forms. Please call Youth Services at 732-341-1000 ext. 8436 for more information.
Families must create an account for all Youth Services program at http://register.communitypass.net/tomsriver and choose “Toms River” in the drop down box. Below are brief instructions on how to access the online system:
1) Log on to http://register.communitypass.net/tomsriver
2) Click on “Create an account for your family now”
3) Complete the account information and click “submit”
4) Click on “Register Now” to begin registering for programs
5) View Youth Service programs and click to register
Follow the instructions on the resulting pages to add individuals to your family account and register for all programs available from Toms River. Depending on the age, grade or gender of the members of your family account, the system will display the programs that each family member is eligible for (i.e., a 6-year old will be eligible for Summer Camp Group 1 and Groups 1/2 trips only).
Summer Camp Program:
Days are filled with games, sports, arts and crafts, trips, celebrations and our annual talent show. Registration will start on April 1, 2017 at 6PM. All registrations and trip sign ups will take place online. The fee is $425.00 plus trip costs. Children must be between the ages of 6 and 11 at the time of registration and residents of Toms River. Proof of age and residence may be required. The 8-week camp will begin June 26, 2017.
