The Public Works Department is responsible for the collection of garbage, recycling and the maintenance of public roadways and storm drains. A fleet of trucks and equipment maintained at the Public Works garage enables us to provide these services. Public Works also has a Clean Communities Division funded through the State of New Jersey to help keep the roadsides clean. Other services include street sign installation, snow plowing, paving, leaf collection, brush collection, repair of township bulkheads and emergency response within the Township of Toms River.
As of October 1, 2016, computers, electronics and televisions will no longer be accepted at the Toms River Recycling Convenience Center on Church Road. These items must be taken to the Ocean County Recycling Center which is located at 601 New Hampshire Avenue, Lakewood Township. Please call 732-367-0802 for more information.
TOMS RIVER CLEAN COMMUNITIES PROGRAMS
Toms River Township is part of New Jerseys Clean Communities program, New Jersey Clean Communities is a statewide, comprehensive, litter-abatement program created by the passage of the Clean Communities Act in 1986. The Act provides a funding source for the program by placing a tax on fifteen categories of businesses that may produce litter-generating products. With this funding Toms River makes the following programs available to its public free of charge.
The Adopt A Spot Program is developed to give volunteer groups, businesses and citizens of the town of Toms River an opportunity manage the cleanup of litter from adopted sections of Town maintained roads or properties. This works on Improving property values and business values. The program will allow for greater community involvement in keeping the Town free from litter. Signs will be used to recognize the responsible group.
The following are programs available to all of Toms River Township schools.
Toms River: Is a coloring book read along, puppet show. The child will learn with laughter, this is a proven effective way to educate the children on our topics. The coloring book is about a duck called Tom, and the river he lives on (The Toms River) being polluted from Non-Point source pollution. Copies will be given to each child that participates in the show. There is a small stage that can be assembled easily in each class room. This eliminates the need of an auditorium or gym. This program will be age appropriate and reading skill level for 1st or 2nd grades. This show will run about 30 to 40 minutes long.
Rocky school sweep: This show will utilize rocky the robot and a front man /women. The subject will be mainly litter abatement but will touch on recycling. Rocky and his partner will talk about these subjects also soliciting child participation. Magic and jokes will be used to help keep the children’s attention. The show will be able to be set in each individual class. This program is 3rd grade material and a 30 minute show.

The Department of Public Works OFFICE will be closed on all holidays as follows: New Year's Day, Martin Luther King Day, President's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Columbus Day, Election Day, Veteran's Day, Thanksgiving Day, Friday after Thanksgiving Day and Christmas Day.
In order to reduce holiday associated costs, garbage and recycling will not be picked up on any of these holidays EXCEPT on Veteran’s Day November 10th and the Friday after Thanksgiving Day on November 24th.
When a holiday falls on a Monday, all collections that week will occur one day later than your normal collection day. For holidays not occurring on a Monday, should the holiday fall on or before your collection day, the collection will be one day later than normal.

This calendar is designed to help residents be current on all the services available from Public Works.
Regular weekly garbage collections are not indicated; however, holiday weeks resulting in a garbage collection day changes are noted. The full recycling schedule is detailed. Leaf and branch/tree trimmings collection schedules are listed for spring and fall. Special events that take place at Public Works such as the Health Department animal immunizations, Ocean County hazardous waste collection and paper shredding, etc. will be added as dates are available.
There are 8 different recycling routes (R1 through R8). Please note that recycling route R-1 includes parts of the mainland and also the barrier island including Pelican Island. During the summer the garbage and recycling schedules change for the barrier island and Pelican Island only. The mainland schedules do not change. These changes are noted on the calendar.
