Overview - Master Plan
A Master Plan is the long-term “vision” for the development of the community developed with community input and thorough analysis of existing and projected conditions. The Master Plan provides policy direction for land uses, community facilities, circulation, and other needs. In New Jersey, the Master Plan must be reexamined every 10 years. A Master Plan must include a Land Use and Housing element by law but may include other elements that are important to the community. The Toms River Township 2016-2017 Master Plan has numerous elements which are in the process of being adopted by the Toms River Township Planning Board. The Toms River Township Planning Board has decided to adopt a few elements at a time, so the recommendations can be thoroughly reviewed.

IMMUNIZATION PROGRAMS
Immunization Programs are offered by Ocean County Health Department. Please contact the Ocean County Health Department at 732-341-9700 for flu shot clinic information and a variety of other programs or follow the link below:
ATTENTION PET OWNERS
In an effort to curb a spreading rabies epidemic and safeguard your pet, the local Board of Health requires all cat and dog owners to have their pets licensed and vaccinated against rabies and obtain a license.
A door-to-door Animal Census is conducted annually, in accordance with State Law.
The term for Dog licenses is January to December 31st. The cost is fifteen (15) dollars for a spayed/neutered dog and twenty (20) dollars, if not spayed or neutered. A late fee of five (5) dollars plus the cost of license, begins in February and increases to ten (10) dollars plus the cost of the license in March. Late Fees are set by Ordinance and cannot be waived. Proof of a rabies vaccination that is valid through November 1st of the current licensing year and written proof of spaying or neutering, signed by the veterinarian, are required.
The term for Cat licenses is June to May 31st and the cost is nine dollars for a spayed/neutered cat and twelve dollars, if not spayed or neutered. A late fee of five dollars, plus the cost of the license, begins in July and increases to ten dollars plus the cost of license in August. Proof of a rabies vaccination that is valid through April 1st of the current licensing year and written, signed proof of spaying/neutering, from the Veterinarian, are required.
Late fees apply to renewal licenses, not new licenses.

Toms River Township sponsors a free Rabies Clinic each year in January. The date will be listed under the “Announcements” section each year.
PET ADOPTION
The Toms River Township Animal Shelter is located at 235 Oak Avenue, next to the Toms River Police Dept. If you are interested in adopting a pet, please contact the Animal Shelter at 732-341-1000 x 7300.
DOG LICENSES
It is mandatory that all dogs age seven (7) months or older be licensed each year in our municipality.
Dog Licenses must be purchased during the month of JANUARY each year. Proof of a valid rabies shot is required to obtain a license.
RABIES SHOT INFORMATION
The pet owner must supply a rabies vaccination certificate signed by a licensed Veterinarian indicating that the animals duration of immunity extends throughout the first ten (10) months of the licensing period. Animals with a duration of immunity that expires prior to the 10-month cut-off point, must receive a booster shot in order to obtain a license.
Therefore rabies shots which expire prior to November 1st of the current licensing year will not be accepted. The rabies shot must be valid until AFTER NOVEMBER 1st of the license year.

RETAIL FOOD-HANDLING LICENSES
All food business distributing food/drinks to the public must obtain a Retail Food Establishment license each year, pursuant to Chapter 534 and 537 of the “Code of the Township of Toms River, NJ.” This applies to non-profit and mobile vendors, too. Food licenses must be obtained before opening business to the public. Licenses are renewed every March. PRIOR to applying for a license, all retail food businesses, mobile food vendors and non-profit food vendors must be inspected by Ocean County Health Department. VENDING MACHINES
Food and beverage vending machines require a license, pursuant to Chapter 531 of the “Code of the Township of Toms River, NJ.” Please follow the link below to review these regulations and/or download application:

Class A: Includes any vending machine that dispenses readily perishable food, either in bulk or package, or nonalcoholic beverages in bulk.

Overview
The Toms River Mayor’s Advisory Committee on Developmental Disabilities provides advocacy and assistance for residents with developmental disabilities and their family members. The committee advocates for both the education and employment of people with developmental disabilities and serves as a resource for the local community. In keeping with the ordinance, the committee serves as a voice to Mayor Kelaher and the Town Council Members on actions that will improve the lives of Toms River residents with developmental disabilities.

We will be participating in the New Jersey Self-Advocacy Project's Annual Luncheon on April 7th.
We will be participating in the Autism Resources Fair hosted by the Ocean County Libraries Jackson Branch on April 19th.
We will be holding a raffle at our table during the Toms River Food Festival.
The committee meets once a month and all meetings are open to the public.

LEAF COLLECTION SCHEDULE |
The collection schedule is based on your recycling pickup day. If your recycling day is on a Monday…leaf pickup will be once during the week of April 16th If your recycling day is on a Tuesday… leaf pickup will be once during the week of April 23th If your recycling day is on a Wednesday… leaf pickup will be once during the week of April 30th If your recycling day is on a Thursday… leaf pickup will be once during the week of May 7th **Have leaf bags curbside by 6:30 a.m. on the Monday of your collection week** Only leaves in plastic bags will be collected. Sometimes we are ahead of schedule. You should put your bagged leaves to the curb before your scheduled week begins. We may come early. However, we will still come through your area once again during your scheduled collection week. Leaves are not permitted in landfill. If you miss the curbside collection, bagged or loose leaves must be brought to the Recycling Convenience Center (located on Church Road, east of North Bay Avenue).
