BOARD OF HEALTH:
The Township of Toms River Board of Health is comprised of 7 volunteer members. The Board of Health works to help protect the health, safety and welfare of the public. Board of Health ordinances are included in the Toms River Township Municipal Code, on the website. The Board of Health’s portion of the Municipal Code is found under “Part III, Board of Health.” The Board holds public meetings in the Toms River Municipal Building located at 33 Washington Street. Meeting dates are posted on the webpage and published in the newspaper.
The Board of Health regulates work done in the municipal Health Department, including a variety of licenses, such as pet licenses, kennels, pet shops, animal shelters, pounds, public swimming pools, retail food establishments, non-profit food agencies and mobile vending food licenses.

SAFEGUARD YOUR PETS:
The State of New Jersey requires that proof of a valid rabies shots be presented, in order to obtain a license for a pet. Licenses may be purchased in the Health Department office or by mail. Please follow the “Municipal Codes” link to Part III, Board of Health Chapter 516 (Animals) of the “Code of the Township of Toms River, New Jersey” for regulations.
The license term is January 1st to December 31st. First-time licenses can be issued after the rabies shot. Rabies shots must be valid for the duration of the license term. For more information, follow the link:

ANNUAL RABIES CLINIC:
Toms River sponsors a free Rabies Clinic every year. A notice will be published in the newspaper and posted on the webpage in January. Clinics are scheduled in other towns throughout the year. Residents can attend any free rabies clinic within Ocean County.
KENNELS, PET SHOPS, SHELTERS & POUNDS:
In accordance with State law, kennels, pet shops, shelters and pounds must be licensed by the Township and inspected by the Ocean County Health Department each year. The Toms River Township Animal Shelter is located at 235 Oak Avenue, next to the Toms River Police Dept. If you are interested in adopting a pet, please contact the Animal Shelter at 732-341-1000 x 7300.
RETAIL FOOD LICENSES:
Businesses and agencies that distribute food and/or drinks to the public need an annual Food license. All retail food businesses, mobile food vendors and non-profit food vendors must be inspected by Ocean County Health Department and approved before applying for a Food Handlers License. The County Health Department may be reached at 732-341-9700, to schedule an inspection. Please see Chapter 534 of the “Municipal Codes” for regulations.
Public pools must have a municipal license pursuant to the “Code of the Township of Toms River, NJ” and State law. For regulations, see Municipal Codes, Chapter 579. This includes, but is not limited to, hotels, motels, apartments, condominium associations and gyms. Owners / operators also need an electrical permit from Building Department.
